Prevention and combat of international terrorism
For combating terrorism are mainly responsible international organisations and institutions: the United Nations Organisation, the European Union, NATO, OSCE, the Council of Europe, the Organization of American States (OAS), the African Union (AU), the Association of South East Asian Nations (ASEAN), the ASEAN Regional Forum (ARF), the South Asian Association for Regional Cooperation (SAARC), The Asia-Pacific Economic Cooperation (APEC), the Shanghai Cooperation Organisation (SCO).
Actions aimed at counteracting and combating terrorism are carried out by particular States within their own scope. Of special importance for Poland are activities of the United States, other Member States of the NATO and the European Union. Effectiveness of the fight against terrorism depends to a large extent on cooperation with governments of the States which on a daily basis experience the problem, in particular Muslim countries.
Fight against international terrorism cannot solely be limited to military actions – equally important are measures taken in the sphere of information, education, economy and progress help. It is necessary to involve the private sector and non-governmental organisations as well as to carry out a dialogue concerning culture and civilisation.
International community has worked out a number of legal regulations which first of all include conventions and protocols of the UNO which in a comprehensive way cover the issues of counteracting and combating terrorism. Documents of the UNO are the basis for legal solutions applied at a regional level (e.g. strategies of the EU, commitments of the OSCE, conventions of the Council of Europe, OAS and ASEAN).

- INTERMINISTERIAL TEAM FOR TERRORIST THREATS The Interministerial Team for Terrorist Threats was established on the basis of the Order no. 162 of the Prime Minister of 25 October 2006.
- PERMANENT GROUP OF EXPERTS The Permanent Group of Experts comprises representatives of the bodies being members of the Interministerial Team for Terrorist Threats.
- COUNTER – TERRORIST CENTRE (CTC) The Counter – Terrorist Centre of the Internal Security Agency is a coordination and analysis unit in charge of preventing and combating terrorism.
- GOVERNMENT CENTRE FOR SECURITY Government Centre for Security is a public administration unit subordinated to the Prime Minister.
